Let's see how I see how we use these tools at our project.
We use more often the user stories, but not all the BA are familiar or confident with them. The reasoning part is missing very often. I also spend lots of time to explain and help to correct the user-less user stories like As a system I want to provide a webservice.... There will be a user for this webservice?
DoD is one of the most important item we introduced when we created the teams. So each team has DoD, and they are updated, reviewed frequently, maybe every two or three month at a retro meeting. How often it is ignored? sometimes it could happen a ticket went to DONE, but something was missing. Maybe the scrum master warned the team member, or we checked after a bug or issue, maybe some part of the DoD was not fulfilled.
We tried to introduce two years ago the estimations with complexity points. The team members were open to do that, but at the end the management was not happy, they dont have a concrete time what they can use for the delivery. Than we did parallel estimation for complexity and time also. this topic was so ignored, the teams today estimate only the development time.
In summary
There are good things on good level, and still there is a room in this topic to improve.
